Since Giammattei announced a series of decrees closing several institutions created to comply with the Peace Accords signed by the Guatemalan State in 1996, we have been echoing the demands of our Guatemalan partners and uplifting their actions and statements.

We also express our concerns on this grave setback in the struggle for justice and respect for human rights, and stand in solidarity with the survivors and their demands.  As one comrade from Association for Justice and Reconciliation puts it: 

“The government seeks to dismiss peace, erase historical memory, demobilize survivors and to seek impunity for those who are responsible for war crimes. Our struggle is for the spirit and commitments of the Peace Accords to be fulfilled.”

What is the Secretary of Peace?

Created in 1997 with the government of Álvaro Arzú, its purpose is to coordinate with the different Ministries the creation of plans, policies and programs that are oriented towards reconciliation and compliance of the Peace Accords.

What is the Presidential Commission on Human Rights – COPREDEH? 

It was created in 1988, and its function is to advise the president on Human Rights policies and the Judicial Organism, monitor compliance with sentences for crimes against humanity, forced disappearance, and massacres committed during the Internal Armed Conflict in which national and international courts have condemned the State of Guatemala. In June 2020, the government of Alejandro Giammattei published a government agreement in which it closed this institution.

What is the National Compensation Program- (PNC)? 

It was created in May 2003 to comply with the Commission’s recommendations for Historical Clarification to compensate and repair with dignity the victims and survivors of the crimes committed by the State of Guatemala during the Internal Armed conflict.

What is the Secretary of Agrarian Affairs – SAA? 

It was created in 2002, and its function is to direct, develop and implement plans in the agrarian and rural area of ​​Guatemala following the commitments and obligations acquired by the State of Guatemala with the signing of the Peace Accords. This institution is essential for the access to land and the legal possession by the communities that have historically belonged to them.
