Ixil Authority’s Speech: “They Shot Our Leaders, But Not Our Voice” / Discurso de Autoridad Ixil: “Mataron a Nuestros Líderes, Pero No Nuestra Voz”

On June 21 and 22, the Day of Ixil Dignity celebration took place in Santa María de Nebaj (El Quiché). The event commemorates the seven Principales (Ixil community leaders) who were executed by firing squad in 1936 following their resistance to a forced-labor system. The celebration was attended by Ixil authorities from Nebaj, Cotzal, and Chajul, as well as Indigenous allies from at least six other areas of the country. On the night of June 21, a spiritual ceremony was held in the chapel off the Plaza de San Jacinto. During the ceremony, one of Nebaj’s Indigenous leaders gave the following speech. The leader made the speech first in Ixil and then in Spanish so that guests could understand.

We’re here because of our Principales who were shot in 1936, 89 years ago. Why then? Because back then, we didn’t have rights. [The elites] did whatever they wanted with us. [Ixil people] would go to work on the fincas without the benefit of any pay. They would go build highways for two weeks without the benefit of any pay. And that’s how it happened that they rose up and organized themselves. And what did the State do? It had the people who were leaders at that time shot.

But the struggle doesn’t end there. In 1936 and later in 1960, there was an armed uprising that lasted 36 years and cost a lot of people a lot of blood here in Nebaj–in Nebaj, and Cotzal and Chajul. But why? So we could have a voice, so we would be respected! But no. We paid a high price. The army came and wiped out entire villages, entire families, and stole our land.

And then, well, they signed the Peace Accords. They said now we can speak […], now we can protest, now we have rights. But even so, we went to the election, we elected a president—and they said it doesn’t count! And we said, “We respect their law—because it’s not our Indigenous community’s law, it’s a law they imposed on us—and we respect it. We give our vote every four years.” But even so, they say it doesn’t count.

And that’s why we joined the protest. It wasn’t because we were Semillas, it wasn’t because we were for the president, we’re just defending the citizens’ rights, because we made our choice! But they don’t respect us. And now the criminalization is starting. Two of the officials, the ones who are leaders of the 48 Cantones, have already been arrested [by the Attorney General’s staff]. And we know there are more people with warrants out for their arrest.

What are we going to do about all this? Come together, unite. That’s what this requires. If we don’t come together, we’re never going to get out of this mess. Today there are around 38 political parties all ready for the next election—or maybe it’s already 40 or 45. Because they want us divided. Because they don’t want to let go of power. We already know that all our tax money, the State’s whole budget, all goes to them. There are some congressmen who’ve been there for 20 years or more. They go from party to party. So, right now, what are we going to do about all this? This is something for all of us to reflect on: if we come together, we can do a lot. And if we don’t, we’ll keep going the way we’re headed.

El 21 y el 22 de junio se observó en Santa María de Nebaj (El Quiché) el Día de la Dignidad Ixil, fecha que conmemora el fusilamiento en 1936 de siete Principales (líderes comunitarios Ixiles) tras su oposición a un sistema de trabajo forzado. La celebración contó con la presencia de autoridades Ixiles de Nebaj, Cotzal y Chajul, juntos con aliados indígenas de por lo menos seis otras regiones del país. La noche del 21 de junio, tuvo lugar una ceremonia espiritual en la capilla de la plaza de San Jacinto. Durante la ceremonia, pronunció el siguiente discurso una autoridad indígena de Nebaj. Comenzó su discurso en Ixil y luego lo repitió en español para que pudieran entenderlo las personas que los visitaban.

Estamos aquí por nuestros principales que fueron fusilados en 1936, hace 89 años. ¿Por qué entonces? Porque en ese tiempo, no teníamos derecho. Nos mantenían [las élites] como ellos querían. Iban [los Ixiles] a trabajar en las fincas sin ningún gozo de salario. Iban a abrir carreteras sin ningún gozo de salario por 15 días. Y así fue que se levantaron y se organizaron. Y ¿qué hizo el estado? Los mandó a matar a quienes son los que encabezaron en ese tiempo. Y así fue.

Pero la lucha no termina allí. En 1936, y después en 1960, hubo un levantamiento armado que duró 36 años y que costó mucha sangre de mucha gente de aquí de Nebaj—de Nebaj, de Cotzal y Chajul. ¿Pero por qué? ¡Para que tuviéramos una voz, para que se nos respetara! Pero no. Tuvo mucho costo. Vino el ejército, desapareció aldeas completas, familias completas, despojó nuestras tierras.

Entonces, bueno, se dio la Firma de la Paz. Dijeron que ya podemos hablar […], que ya podemos manifestar, que tenemos derechos. Pero, aun así, fuimos a las elecciones, se eligió un presidente ¡y después nos dicen que eso no va! Y decimos nosotros: “Respetamos la ley de ellos—porque no es la ley de nosotros como pueblos indígenas, es ley de ellos que nos impusieron—y la respetamos. Damos nuestro voto cada cuatro años”. Pero, aun así, dicen ellos que eso no va.

Y por eso fuimos a la manifestación. No fue porque fuéramos Semillas, no porque fuéramos a favor del presidente, sino ¡estamos defendiendo el voto de los ciudadanos, porque ya elegimos! Pero no se nos respeta. Y ahora ya viene la criminalización. Tenemos ya a los dos dirigentes, los que son los líderes de los 48 Cantones que ellos [funcionarios del Ministerio Público] agarraron. Y sabemos que hay más que ya tienen orden de captura.

¿Qué hacemos ante eso? Unificación, unidad. Eso es lo que quiere esto. Si no nos unimos, nunca vamos a salir de esto. Hoy ya hay como 38 partidos políticos que ya están listos para las próximas elecciones, si es que no van a llegar a 40, a 45. Porque nos quieren divididos. Porque no quieren soltar el poder. Ya sabemos que todos nuestros impuestos, todo nuestro presupuesto del Estado, ha sido solo para ellos. Hay unos diputados que ya llevan 20 años, o más años todavía. Van de partido en partido. Así que ahora, ¿qué hacemos ante todo eso? Esta es una reflexión para todos nosotros: si nos unimos, podemos hacer muchas cosas. Y si no, seguimos como vamos.
