For more than five years, communities surrounding Tahoe Resources’ Escobal mine in southeastern Guatemala have opposed the project operating in their territories. Through 18 community and municipal referenda, multiple legal actions, and different sits-ins, encampments, and protests, impacted communities continue to show that Tahoe Resources has no social license for its project.

Most recently, residents of the municipality of Casillas and surrounding municipalities began a demonstration along the main road of Casillas – 15 kilometers from the Escobal mine. This direct action is meant to peacefully denounce the negative impacts of mining in the region by halting all mine-related traffic on the road.

The following is a translation from the communities in resistance. Translation done by Amnesty International Canada. Spanish below.

PEACEFUL RESISTANCE

To the public: we declare that our peaceful protect camp [in Casillas, Santa Rosa] does not limit the right of travel on roads in the department. To clarify and dispel rumours we would like to share that from day one of this protest we have kept the corresponding authorities informed of our actions, asking that they guarantee respect for human rights.

Our concerns:

  1. Environmental impacts: water scarcity is becoming evident in several communities in the region.
  2. Recent seismic activity in the urban areas of Casillas, which we believe to be caused by mining activities in the region, is damaging homes in the area.
  3. Heavy transport vehicles on our roads in the region that supply Minera San Rafael.
  4. The social conflict and criminalization caused when authorities continue to approve mining projects for Minera San Rafael in the region
  5. The A) failure to respect the right of opposition to the Escobal mine made by the affected communities; B) the position taken by the municipal authority to not allow any plebiscite to take place on mining for affected communities in San Rafael las Flores; C) attacks on human rights and environmental defenders in San Rafael las Flores; D) failure to obtain a construction license from the municipality of San Rafael las Flores: for these failures, we demand Minera San Rafael be shut down.

These facts and other evidence demonstrate the illegality of the project, as well as the environmental conflicts and damages it has caused. We demand that the current government suspends the activities of the San Rafael Mining Company as well as any licenses that are in process or have been authorized for the Regions of Santa Rosa and Jalapa.

UNTIL OUR DEMANDS ARE MET, WE WILL MAINTAIN A PERMANENT RESISTANCE CAMP.

RESISTENCIA PACIFICA

Ante la opinión pública manifestamos que nuestra resistencia no está limitando el derecho de locomoción, así mismo se informa que desde el primer día hemos informado a las autoridades correspondientes para garantizar el respeto de los derechos humanos, esto para aclarar informaciones inescrupulosas que tratan de generar conflicto.

Por lo que aclaramos que nuestras peticiones son las siguientes:

  1. El problema de los impactos ambientales: a) Le escasez de agua la cual se está evidenciando en varias comunidades de la región.
  2. El problema sísmico que ha surgido en los últimos días en el casco urbano de Casillas, que está causando daño a las viviendas y que suponemos pueda ser causa de la actividad de la empresa minera.
  3. Nuestra negativa a que siga pasando transporte pesado en la región que abastece a la Minera San Rafael.
  4. Nuestra negative a que sigan autorizándose proyectos mineros por la conflictividad social y criminalización que ha generado en la zona Minera San Rafael.
  5. El cierre de Minera San Rafael por operar de forma ilegal de acuerdo a las siguientes causas: a) No respetar el derecho de oposición que en su momento hicieran las comunidades afectadas; b) Actuar de forma espuria para no permitir una consulta a las comunidades en San Rafael las Flores; c) Por atentar contra la vida de defensores de la naturaleza en San Rafael las Flores; d) No contar con licencia de construcción por parte de la municipalidad de San Rafael las Flores.

Bajo éstos argumentos y otros más que demuestran la ilegalidad del proyecto, así como los conflictos y daños ambientales que se han causado exigimos al gobierno de turno, suspender las actividades de la Empresa Minera San Rafael y las licencias que existen en trámite y autorizadas para la región de Santa Rosa y Jalapa.

MIENTRAS NUESTRAS DEMANDAS NO SEAN ATENDIDAS SEGUIREMOS EN RESISTENCIA PERMANENTE.
